Russia Soon Deploys Super Sonic ICBM - Reason for US Concern

Russia soon will deploy its not Hyper-sonic ICBM something that US anti missile defense could not stop and reason for concern among US Generals. Is this why the US seems to prepare for war with Russia and why a preemptive strike may be inevitable. The US hegemony of the world could be thwarted by Russia advancement in technology and this is something the US fears. every effort to justify anti missile systems around Russia has been on going for several years now and this may because of US intelligence in knowing this nightmare scenario.
